Southside Belize City — Level 3, Reconsider Travel

Violent crime in Belize City is concentrated on the south side and is largely gang related. U.S. government employees are strongly discouraged from travelling to the area from the Haulover Creek Canal south to Fabers Road.

What this means for a Help2Serve.Care cohort

Help2Serve.Care groups do not enter Southside Belize City. The boundary is explicit: the area from the Haulover Creek Canal continuing south to Fabers Road. It is a residential district and does not overlap our project sites, accommodation, or the cultural-exploration itinerary. It is named as off-limits at orientation, on the participant card, and in the free-time briefing.
No inter-city road travel after dark. The State Department strongly discourages driving between cities in Belize after dark; our itineraries are built so no transfer requires it.
Robbery response. Participants are instructed not to physically resist a robbery attempt. This is the State Department's own guidance and it is repeated verbatim at orientation.
Taxis. Licensed taxis in Belize carry green licence plates. Uber and Lyft do not operate. Free-time taxi use is limited to green-plate vehicles, in pairs or larger.

Medical capability — plan on evacuation

The State Department states that emergency medical services in Belize are usually unavailable or significantly delayed, and that serious injuries or illnesses normally require medical evacuation to another country. Ambulances are not equipped with advanced medical equipment.
Advanced treatment is scarce even in Belize City and Belmopan; in rural and remote areas basic care may be unavailable. Our Cayo District project sites are rural.
Hospitals commonly require payment up front and credit card payment is not always available.
Psychological and psychiatric services are limited even in larger cities. For a psychiatric emergency the working plan is stabilisation and evacuation.
Carbon monoxide: U.S. citizens have died of carbon monoxide poisoning in Belize and many properties lack detectors. Help2Serve.Care accommodation is checked for detectors, and participants may bring a portable detector.

Health

Health Preparation — Belize

No vaccinations are required for entry. CDC recommends travellers be up to date on routine vaccines and, for Belize, hepatitis A and typhoid are commonly advised; a travel-medicine consultation four to six weeks before departure is required of every participant.
Mosquito-borne illness (dengue, Zika, malaria in some rural areas) is a live risk. Repellent, covered clothing at dusk, and screened or air-conditioned sleeping quarters are program standard.
Tap water is not safe to drink in many areas. Bottled or treated water only, no ice from unknown sources, no uncooked vegetables or unpeeled fruit outside vetted sites.
Prescription medication travels in original packaging with the prescription. Specialised medications may be entirely unavailable in country.

Hazards

Weather, Water and Environmental Hazards

Hurricane season 1 June – 30 November. Tropical storms and hurricanes commonly make landfall in Belize, causing coastal and inland flooding. Cohorts in season are monitored daily; triggers and evacuation authority are in §3.6 of the master packet.
Monitoring sources: Belize National Emergency Management Organization (NEMO) and the Belize National Meteorological Service, alongside the NOAA National Hurricane Center.
Drought affects water supply February – May.
Water safety. Beaches and rivers may have strong currents and no lifeguards or warning signage. No swimming alone, none after drinking, none where local authorities indicate dangerous conditions.
Adventure activities. Safety regulation differs from U.S. standards and accident insurance may not cover these activities. Operators must carry life jackets, radios and accident insurance to be used.
Drones are prohibited for recreational or personal use by visitors. Participants do not bring them.

Legal

Local Law Participants Must Know

Drugs, including cannabis lawfully purchased in a U.S. state, are illegal in Belize and can result in detention, fines and imprisonment.
Weapons. U.S. carry permits are not valid. Bringing firearms, ammunition, empty shell casings or explosives into Belize is a serious crime carrying large fines or lengthy imprisonment. Participants check bags before departure.
Legal drinking age is 18. Drunk and disorderly conduct, drink-driving and open containers in public or in vehicles are illegal.
Detention conditions do not meet U.S. standards and detainees often cannot obtain prescribed medication.
Reporting a crime: Belize police do not accept virtual or emailed statements. A report must be filed in person before the participant leaves the country. This shapes our sexual misconduct and theft response and is briefed at orientation.
Passport book required — a passport card is not accepted by air or land. At least one blank page. No visa for stays of 30 days or fewer.
